The National Security Memorandum on Artificial Intelligence (AI), issued by President Biden in October 2024, outlines a comprehensive strategy to leverage AI in ways that support U.S. national security while upholding democratic values. Key priorities of the memorandum include advancing AI innovation, securing AI systems, and shaping international norms to reflect democratic principles and human rights protections.
The memorandum directs U.S. national security agencies to employ AI with a focus on privacy, fairness, and civil liberties, and to coordinate closely with private-sector AI leaders to accelerate safe technology adoption. This includes strengthening cybersecurity measures to protect AI developments from espionage and malicious interference. Another goal is to prevent automation biases and unintended consequences, especially in defense contexts where AI decisions could impact public safety. To address this, a newly established “Framework to Advance AI Governance and Risk Management” will guide agencies in responsibly managing AI deployments within national security applications.
In addition, the memorandum mandates updated guidance for federal AI use in national security systems, focusing on governance, transparency, and accountability. The AI Safety Institute, designated as a key interface between the government and the private sector, is tasked with fostering collaboration and sharing best practices in AI safety and ethics.
